핸드북 편집의 변 辯 장애인 복지실천가들과 권익옹호가들 사이에서 사람중심계획에 대한 관심이 점 차 확산되어 가고 있다. 탈시설의 정책과 발달장애인 부모운동은 인지적 장애를 가 진 이용자들/당사자들의 지역사회 생활 community living 을 지원하는 구체적인 방법 으로서 사람중심계획을 살펴보게 한다. 그러나 이 핸드북의 편집에 참여한 사람중 심계획의 퍼실리테이터들은 사람중심계획을 단지 실천 방법이나 기법 혹은 양식으 로 여기지 않는다. 사람중심계획은 인권이다. 어떠한 장애를 가졌다 하더라도 그 사람이 갖고 있는 존엄성을 결코 포기하지 않겠다는 지원서비스 수행자들의 신념이 담겨있다. 인지적 장애로 인해 대화가 불가능하다고 여겨지는 한 사람의 선호를 알아내기 위한 지속 적인 경청의 노력은, 모든 인간의 자율성을 옹호하려는 가장 과격한 권익옹호 활동 이다. 사람중심계획은 공동체를 말한다. 시설 혹은 기관중심의 공식적 유급 지원체계에 국한된 장애인의 삶을 해체하고 포용적인 공동체에 대한 희망 속에 한 사람 한 사 람의 일반적인 삶을 꿈꾸게 한다. 그러므로 사람중심계획 속에서 지역 공동체는 능 동적인 시민으로서 한 사람이 생활하게 하는 기획의 가장 중심부에 자리하게 된다. 사람중심계획은 다중체계에서 실현되어야 한다. 한 사람의 바로 옆에서 이루어지 는 지원자의 경청 노력은 조직 내에서 힘차게 지지되어야 하며 이러한 조직의 변화 는 사람중심시스템이라는 정책적 정당성에 의해 강하게 유인되어야 한다. 사람중심 실천과 조직 그리고 정책이 유기적 다중체계로 작동할 때 모든 이들이 자신들의 공 동체에서 포용되고 그들의 자유를 향유하게 될 것이다. 따라서 사람중심계획은 장 애인의 지역사회 생활을 지원하려는 모든 단위 체계가 함께 사용하는 언어가 되어 야 한다. 본 핸드북 편집을 위해 모인 사람중심계획 퍼실리테이터들의 열정이 참으로 대 단하였다. 장애인복지실천가와 권익옹호자들로서 끊임없는 반성과 고민 속에서 그 간 이러한 학습을 스스로 쌓아온 노력과 도전의 시간들이 참으로 지난하였을 것이 다. 어떻게 스스로 이러한 학습이 이루어질 수 있었을까? 이 책의 편집 과정 속에 자신이 깨닫고 익힌 내밀한 자산을 풀어놓으면서 우리는 서로를 자랑스럽게 여기게 되었다. 본 핸드북은 사람중심계획 퍼실리테이터들이 지금까지 애써온 노력의 공유이며 이제 또 다시 이어질 학습에 대한 초청이다. 이 작은 책자를 통해 사람중심실천가 들 사이의 교류가 더욱 활발해지고 학습 공동체가 더욱 확산되기를 깊이 희망한다. 2019. 3. 편집인을 대표하여 윤재영 씀 본 책자는 Amado, A.
